Democracy 1.0 Section If this is your first visit to the Democracy 1.0 Section then please read this Democracy 1.0 Section - Notice first. List of Documents :: This Document Number: 001 Introduction To Democracy 1.0Please note: I use the term citizen for the most part throughout this Section for the simple reason that it is the citizens who OWN the political process and have the authority and power to mould the Nation for their own wellbeing. This does not necessarily mean that residents (or visitors etc) who are not citizens within a country are not important or that they do not deserve the same ordinary rights etc. IntroductionThis section is about the POLITICAL SYSTEM of the Nation, and what rules are required, and how it should be organised so as to be a truly democratic system. This is about the BIG PICTURE. Small issues are NOT relevant, at this point in time, for usually they are only symptoms of a sick and unworkable political system. They can be dealt with once the the fundamental SYSTEM itself - how best to organise citizens for their own benefit - for their own COLLECTIVE benefit, is put into place. The greatest difficulty I am experiencing is that of how to organise this section. I had originally intended to have chapters, as in the Feudal Democracy Section (FD), but am re-thinking that approach because some of those chapters tended to be too long and difficult to be read at one sitting. For the moment I will have to ‘play it by ear’ and see how things develop. Rather than wait until I have all the proposals together I have decided to upload each separate document as I finish it, so as to start the ball rolling and give people a chance to get to know my proposals and to start the discussion. It is up to you, the reader to try and spread the word and get as many citizens of your Nation to visit and read. It is important to understand that these proposals are based upon a philosophical approach as much as a practical real living political system which takes human nature into account. For the most part this viewpoint will be strange and alien to you. I tend to always think outside the box and I am going to find it difficult to explain some of my viewpoints. I will try and mention why I am proposing any particular item but my advice for anyone reading this is to read the section Feudal Democracy first and make yourself aware of the huge endeavour ahead to alter these present systems. The very foundations on which our present political systems are built are full of dysfunctional elements which, over time, are crumbling to the point where the system, or the facade of a system, is collapsing and citizens are suffering as in feudal times. The very skeleton on which democracy has built is rotten to the core. This isn't a mending or correction of our present system but a new foundation on which to build a new system - Democracy 1.0. There are many different aspects to this Section. There are questions and explanations, for example: what constitutes a democratic political system? What are the key principles?. There are regulations which must be embedded within a democratic system. Then there are entries which need to be in the Constitution 1.0. I will colour the regulations, principles and Constitutional entries with separate different colours to make them easily discernable (I hope!).
Please note: As you may be well aware, if you have waded through Feudal Democracy Section (FD), I am no literary giant, not even a literary dwarf, and you will find no prose herein, but the only saving grace is that for the most part all this will be new and very often astonishing to you and therefore although no easier for me to explain, they will for the most part be novel and hopefully interesting and informative! Target AudienceOriginally, I concentrated on the form of democracy suitable for implementing in Ireland, where I was born, grew up, and live, but I realised that I needed to change that. The last few years has shown, beyond any doubt, that the citizens in most so-called democracies around the world are suffering under little more than dictatorships. This needs to be urgently corrected. Very unfortunately, because of our past history, the Irish are not entirely ready for any real form of democracy - we are still a tribal class of people with a closed and backward attitude towards the Nation (many still don't subconsciously acknowledge the importance of the Nation entity), and many still have closed minds which cannot see beyond their local and immediate surroundings. Many have no concept of duty towards the Nation and can only think in terms of what the Nation owes them. The attitude is: “what am I entitled to?” - from the State. I don't think that they will make very good citizens, yet. Nevertheless, I still hope that Ireland would be the first real Democracy in the world and an example to the citizens of other Nations, but who knows, it is up to the Irish to decide that. So Democracy 1.0 may very well be better suited to be installed and implemented elsewhere, but there are many different forms of government around the world so I will attempt to make these proposals as neutral a manner as possible. This is about the theory of democracy and so the implementation of the proposals can to adjusted to suit the outlook and attitudes of the citizens of each individual nation. In other words there are main principles as regards a democratic system which should be in all Constitutions 1.0, but the methods of implementing those principles may possibly differ from country to country, though I will be putting forward my ideas as to how to implement the main principles. Where necessary I will try and use examples which are more internationally understood by citizens of as many Nations as possible. Although each document will be separate they will presume that previous documents in this section have been read, so it is advisable to start at document 1 and follow on from there - naturally! Fear Of The UnknownAs I have stated in previous chapters (FD) - most people like the status quo. They don't want the possibly social and financial upheaval, together with the guaranteed uncertainty of bringing in a new political system. Most people would choose the simple though not perfect political system which was installed since their Nation's independence (except those who are living in dictatorships of various forms and are filled with longing for democracy, though usually foolishly looking to ‘the West’ for examples of democracies to implement, not knowing that these political systems themselves are NOT democratic). Although many want a better, or improved, political system, they would rather not have a major upheaval but live in the hope that somehow the present political system will improve miraculously - instigated by the elites themselves, those who rule them and abuse the power given to them by the citizens; again, the reason for that attitude being the desire to get on with their own lives - living from day to day. That is why unjust political systems which emasculate the citizens is rarely confronted with the intention of tearing it down. Most people don't have the time to be ‘political activists’. So why go down this route - a total political change - Regime Change - probable massive political upheaval? This question would be understandable and justifyable except for one very important point which cannot be ignored. The problem with the present political system is simply this: IT DOESN'T WORK! It has been proven not to work in many nations around the world in 2013. In other words - it HAS to be changed, that is, unless you are happy to live in a political system which enslaves and impoverishes you. Today, most citizens are utterly frustrated with the present system where they truly are treated like nothing more than peasants and expected to be submissive and passive; creating the wealth while those at the top waste it. Well, with the help of these documents, now the choice will be, accept it - and stop complaining, or change it and start partaking! This fear of the unknown is a reflection of the peasant mindset, and that of the herd hierarchical instinct - accepting the decisions of those ‘in charge’, and is understandable. But the time to be afraid of taking hold of the future must come to an end now. Consider this - although the peasant-minded are afraid and hope for better things, the elites and the powerful are busy concentrating their power and control, day after day. You can be sure of one thing - THEY are thinking about the future and they aren't afraid. They will only taste fear when the citizens decide to take back the power and authority which they have so easily given away in the past. Freedom for political self determination will automatically bring added responsibility but that is the way of the world - that is the price of freedom! To be afraid of it is equivalent to being afraid of birth, or being afraid of responsibility, or being afraid of freedom. I am sure there were many slaves who had the same fear when confronted with emancipation - the fear of the unknown, fear of the future, but who would choose slavery after tasting freedom? Very few, if any! Depending On Ones BettersAnother one of the fundamental blocking points to what I propose being accepted by many people is this notion, which too many citizens have, of ‘ones betters’ and the natural hierarchical structure of authority. This will cause great uncertainty in the minds of many citizens. They will be of the opinion that there must be centralised rule and that there must be just a few people deciding the major political, and more so - economic, questions. There is one major flaw with this type of peasant mindset (I don't use the term peasant as an insult; I am merely differentiating between the mindset of a citizen and that of someone who cannot but think in a passive servile manner). This unease with the thought of 'doing away' with the elitist rule by politicians, would make sense if, and only if, both past and present politicians had made decisions backed by rational thinking, great personal ability, professionalism, competence and their own expert knowledge, and solely for the benefit of the citizens. This has certainly not been the case. Time after time they have shown that they are NOT our betters. Politicians are incompetent. They are stupid. They are greedy. They are answerable to their backers, benefactors and associates. They owe allegiance to their political party. They owe allegiance to their fellow feudal elites. As far as they are concerned, the citizens are never of any real importance (except at election time). The negative and disastrous results of their political decisions affect the citizens, but are never of any consequence as regards themselves or their fellow elites. In feudal political systems those making the decisions are never directly effected by those decisions - they are cushioned from the effects of their own stupidity and walk away with enormous pensions, whereas those who are directly effected by the decisions - the citizens, have no say in the making of those decisions. It makes no difference to them whether they make enormous mistakes or not. Surely it makes sense that those who suffer incorrect decisions have an input into those decisions, to prevent them happening! There are no ‘betters’ - just those who have nothing to lose by telling us lies and putting on a show of competence - using their spin doctors to fool us. Look at the bankers, the planners, the economists, the advisers, the politicians - ALL grossly incompetent. That is why the world's financial systems are crumbling to pieces. So this is not the case of throwing out good procedures, methods, principles and politicians. This is throwing out the bad, the disastrous, the unjust, the corrupt, the dysfunctional, the incompetent, the useless, and lastly THE TOTALLY FAILED POLITICAL SYSTEM ITSELF. Keep in mind. Most if not all of the problems facing citizens in many so-called democracies around the world were not caused by outside factors (natural disasters etc) but were caused by the incompetence of the politicians themselves. They use their spin doctors, paid by YOU, to tell you lies and to fool you into believing that the politicians are competent and able and that they ARE our betters. So, you need to stop believing their lies and their propaganda, and carry on reading this Section as a true citizen, determined to wrench the reins of power and authority from those who want to continue enslaving you. Correcting The Injustice In The Feudal SystemThe transition from a feudal hierarchical political system to a Democratic 1.0 political system isn't merely changing a political system. The ramifications of doing so go much deeper. It is nothing less than a revolution. It is taking the power and authority from the feudal elite who have abused their power over the decades and returning it to the citizens who have suffered over the decades. These proposals, when (if) put into effect by the citizens of a Nation, will be in reality a revolution. It will be an overturning of the previous feudal dictatorship, along with their purposely lax regulations regarding the behaviour of themselves and their associates, and the installation of a democratic system where justice, equality and above all accountability reigns supreme. That the previous political system was not democratic is self evident - it was a feudal authoritarian system where those at the top, both politicians and their associates, made certain that they were not held to account for their behaviour - as in keeping with the logic of any feudal system. When that political system is done away with, all its corrupt and unjust procedures, and feudal regulations and arrangements will also be done away with. But all this can not only be undone or corrected, but also in many cases may require that previous ‘arrangements’ and behaviour, acceptable under the previous regime, be judged again in the light of the new political system.
Therefore: In fact, there is NOTHING that cannot be altered in any manner whatsoever so as to ensure that all injustices caused by, or during, the previous feudal political system are put right and corrected. In other words, the citizens of the Nation have a right to undo any aspect or process or action put into place or enacted by the previous feudal NON-democratic politicians, political parties and governments which are a threat to the enacting of a true democratic system, or create a difficulty within the democratic process, or allow an injustice to continue, or prevent an individual who abused their feudal position from being punished, regardless of whether that activity was legal, or not, at the time. In certain cases, actions which were not illegal when carried out in the past, WILL be punishable if it is considered that those actions etc were against the wellbeing, or best interests, of the citizens AT THE TIME, regardless of the fact that the previous feudal political system considered it to be legal, or even regulated so as to have been considered legal, or allowed to go unpunished, at the time. In other words, individuals are not exempt from being punished for actions they committed in the past despite the fact the these criminal actions may have been legal according to the feudal government at the time - actions which should have been illegal if a democratic political system had been in place at that time.
At all times the guiding factor will be the answer to some simple questions: - would they have done those actions if at the time the citizens had some method of punishing them for their actions? If the answer is NO then they may be justifiably punished for those actions. - was their behaviour legal because of some bribery, or donations, or other reward, direct or indirect, which persuaded the politicians to allow actions against the best interests of the citizens. If the answer is YES then they may be justifiably punished for those actions. - if their behaviour was an abuse of their power, either directly - by the politicians, or indirectly - by associates of the politicians. If the answer is YES then they may be justifiably punished for those actions. The decision as to whether they will be punished will depend on the individual circumstances of the action in question - and, in some cases, the will of the citizens, as ascertained by procedures outlined in subsequent documents. Transition from Feudal Political system to Democratic 1.0 political system During the transition period (and possibly thereafter), the government, and any special transition enforcer/supervisor, solely on behalf of, and in the best interests of the citizens, may alter, in any manner whatsoever, any legislation, contracts, provisions, pay levels, pensions, appointments, agreements, allowances, prison sentences (serving, served and suspended), Supreme Court decisions, fines and amnesties, and any other matters considered relevant by those appointed to oversee the transition and/or those appointed to oversee the settlement of past abuses which occurred during the previous feudal political system. With regard to previous legislation, these extra-Constitutional powers are only to be used in order to correct a wrong or to counteract and neutralise legislation created by the previous feudal governments which happen to protect wrong-doers from being punished either purposefully by legalising unacceptable abuse of the feudal power structure, or by chance through unforeseen badly worded or incorrect legislation. Any abuse of these special powers by the transition enforcer/supervisor or any other individual appointed to correct past injustices will be punished severely. There will be no automatic compensation whatsoever for any amendments as outlined above but, where warranted, will be limited to the most extreme cases where an actual injustice, only as defined within the framework of the new democratic system, would occur by not doing so. Injustices and abuses of the past not only must be prevented from continuing within the Democratic 1.0 political system, but MUST be corrected as much as is possible. Behaviour by the feudal elite which was condoned by the previous feudal system but which was in effect abuse of the undemocratic political system and contrary to the well being of the citizens can be made punishable retroactively. There will be no time limit as regards the abuses of the past. Justice CAN be backdated. Justive MUST be backdated. Justice WILL be backdated. This Article will take precedence over all other Articles in the Constitution 1.0. unless stated otherwise. Lou Gogan Updated: February 2013 |
